First of all, does it matter whether the return line from the carb to the tank is submerged in gas? Secondly, could someone pleas tell me which inlet on these carbs is the fuel inlet, and the return line to the tank:
Which is the fuel inlet and which is the return line: between the one with the orange zip tie and the one with only green?

First picture ... inlet on right side ... return on left leaving body by mix needles
