and i'm trying to translate the article about the balance of the hull ,
if i have understand , i must to find my CG point with all the hardware , fuel tank and co , and verify that this point is to 30% of the total lenght.
if isn't , move parts to balance correctly , and fix the parts.
but the CG point must be 30 % of the rear board , or of rudder ?

The CG is measured in relation to the Transom, not the rudder.
