No, they DO NOT work. While not snake oil, there advertised application is being misrepresented !
The Boost Bottle concept was developed in the 1980's for REED INDUCTION motocross bikes.

Absorb some of the intake ram effect so the rise is crankcase pressure can close the reeds quicker.
Then as the intake tract get a low pressure draw by the reeds starting to open again the bottles slight positive pressure discharges back into the air flow into the engine.
In a Piston Port induction engine, the bottle is absorbing the ram effect of the intake charge actually robbing the engine of ingested air while dampening the intake cycle because of increased volume of the intake tract.
